More and more countries are realizing that they need to ignite their children’s learning today in order to build a competitive workforce for the future. In her presentation, Nancy Knowlton will discuss the global environment, emphasizing that economic engines will turn tomorrow only if we ignite the will to learn in children today.
Technology is and will be pervasive globally, and it can be used to break down barriers to advancement. Countries are recognizing this and beginning to create 21st century classrooms with the latest technologies, but it is not enough to simply put technology in classrooms. We must also provide teachers with digital resources and training. Nancy will also focus on leadership factors, professional development, in-classroom considerations, the technology adoption life cycle, and what we should do if there is not enough funding to equip all of our classrooms with technology.

National Education is an important area in a young Singaporean’s development. Unlike more rudimentary disciplines in which students improve over time with training, National Education is an extremely challenging subject to teach and learn. Reeling on his student’s love for technology and their fascination with the virtual world, second-year teacher from Anglo-Chinese School (Junior) , Matthew Ong Yong Cheng, accepted this challenge and created a media-rich, fun and interactive student-centered game called “The Rise of Li’ Ttledot” based on Singapore’s Total Defence core pillars—economic, psychological, military, social and civil defence. Not only does the game engage his students’ sense of national pride, patriotism, allegiance and sense of belonging to their country—human characteristics that are nurtured through sound guardianship and guidance, Matthew’s innovative lesson plan provides visual, auditory and kinesthetic stimuli to engage their various learning styles as well.
“The Rise of Li’ Ttledot” allows Matthew’s students to develop important critical-thinking abilities. To defend their adopted fictitious island of “Li’ Ttledot”, his students conduct research on the internet, sieve, analyse and evaluate the information discovered. Using a host of Microsoft Office applications and Microsoft multimedia tools such as Windows Media Player, Sound Recorder and Movie Maker, they collaboratively wrote, discussed, created and conducted video presentations in class to share their development, protection and defence plans.
At the 3rd Microsoft Worldwide Innovative Teachers Forum 2007 held in Helsinki, Finland, Matthew clinched the 2nd runner-up Innovative Teachers Award for Innovation in Content. This is a worldwide recognition of Matthew’s innovative lesson plan and teaching.

English has been the official language in Singapore since the colonial days. In Singapore schools, it is the first of two languages and core subjects such as Mathematics, Science, etc. are taught in English. With recent national campaigns to raise Singapore’s Chinese language standards, the teaching of the Chinese language has become important, but it remains extremely challenging because majority of Chinese students come from English-speaking homes and many lessons in Singapore schools are conducted in English. To overcome this challenge, veteran Chinese language teacher, Mrs. Tan-Lee Yoke Kew created “Wipe IT”, a Chinese language lesson plan that makes teaching and learning the Chinese language easier and fun for both teachers and students.
Teachers have used ICT to support teaching for many years but all too often such technology-enriched curriculum lacks teacher-student connectivity and engaged learning. “Wipe IT” changes this precept of dumb computing and goes one step further by using visual and drawing capabilities provided by Microsoft PowerPoint, Draw and Windows Media Player to help students learn and understand the different strokes of Chinese characters, pronunciation and even engage peers to provide help when their children encounter difficulties. Accompanied by real-time visuals of different strokes in action, and phonics of how each word would sound, students are engaged and have shown to learn faster.
At the 3 rd Microsoft Worldwide Innovative Teachers Forum 2007 held in Helsinki, Finland, Mrs. Tan-Lee demonstrated her work to a host of international teachers and attracted attention from teachers in Europe and the US.

The use of spreadsheet as an educational tool is an area with great potential for exploration. Educators from different Primary Schools will be sharing practical lesson ideas that leverage on the unique and useful features of spreadsheet to support investigation and knowledge construction. Bill Chang joined SingTel in November 2005 as Executive Vice President of Business. The Business group serves SingTel’s domestic and overseas corporate customers with a full range of cost effective telecommunication services and customised end-to-end solutions.
Bill has more than 15 years management experience in leading ICT companies and is actively involved in industry task forces and advisory work.
He currently serves in the advisory committees of various institutions. He is the Deputy Chairman of WDA Lifelong Learning Endowment Fund, a Board member of the Workforce Development Agency (WDA), and sits on the Board of Governor for Singapore Polytechnic. Bill was a member of the ICT sub-committee which was part of the Government’s Economic Review Committee (2003), SiTF Councillor (2002/2004), Chairman of SiTF-AAC Internet Data Centre Committee (2001), and executive committee member for Think Tank (1999/2000).
Before joining SingTel, Bill was the Managing Director of CISCO Systems’ Advanced Services Group in Asia Pacific. He was responsible for the company’s operations in 13 regional countries.
Bill graduated with a Bachelor of Engineering (Honours) degree in Electrical and Computer Systems Engineering from Monash University in 1990. He is married and has two children.
